ICC was formed by three highly skilled, well respected, and deeply motivated tribal attorneys. The Firm's partnership consists of Charles Tripp (Cherokee), Marsha Harlan (Osage), and Troy Little Axe (Absentee-Shawnee). They have come together in a collaborative effort to provide the most comprehensive consulting services to tribal nations throughout the country. Each partner is certified in Native American law and have spent their entire careers dedicating efforts to the success of tribal nations.
Charles Tripp
Honorable Charles H. Tripp, JD, is an enrolled member of the Cherokee Nation. He is a founding partner of Legal Advocates in Indian Country, LLP, a widely recognized law firm with offices in Oklahoma and Washington. He is also a founding partner in Indian Collaborative Consultants, LLC, a 100 percent native owned consulting firm specializing in tribal and sovereignty issues. Both firms serve native people and tribal entities throughout the country. Judge Tripp is currently the Chief Justice of the Supreme Court of the Kaw Nation and serves as District Judge for the following tribal judiciaries: Miami Tribe of Oklahoma, Sac n Fox Tribe of Missouri, and the Iowa Tribe of Kansas and Nebraska. As an attorney, Judge Tripp represents multiple tribal entities in Oklahoma, Texas, Kansas, Nebraska and Washington.
Judge Tripp is an alumnus of the University of Tulsa, having received his Bachelor's Degree in 1988 in Business Administration, a Juris Doctor in 1993 and Master's Degree in Business Administration in 1995.
Marsha Harlan
Honorable Marsha Harlan is a partner in the law firm Legal Advocates for Indian Country, LLP, and a founding partner in Indian Collaborative Consultants, LLC, a 100 percent Native owned consulting firm specializing in tribal and sovereignty issues. As an attorney, she represents numerous Oklahoma, Nebraska, Texas and Kansas tribal entities in the area of child support enforcement, gaming and social issues.
Judge Harlan received her Juris Doctorate in 1999 from the University of Tulsa. She is currently a sitting district court Judge for the Kickapoo Tribe of Oklahoma and the Seminole Nation of Oklahoma, as well as an Associate Justice on the Pawnee Nation Supreme Court, and a Supreme Court Justice for the Miami Tribe of Oklahoma. She is a former District Judge for the Osage Nation, having served in that position from 2000-2006.
A member of the Osage Nation, Judge Harlan is an alumnus of Northeastern State University, having received a Bachelor's Degree in 1991.
Troy Little Axe
While in law school at the University of Tulsa, Mr. Little Axe was selected and served as an intern with the Native American Rights Fund. It was there he witnessed the difficulties Native Americans have with the American legal system and courts in general. Those experiences harden his resolve to help Native people deal with their legal problems in a manner that was respectful to both their culture and economic status.
After graduating, Mr. Little Axe co-founded of Legal Advocates for Indian Country. He is also a founding partner in Indian Collaborative Consultants, LLC and has served as legal counsel for the Absentee Shawnee and then the Chickasaw Nation, before settling in as General Counsel for the Modoc Tribe of Oklahoma. From then to now, Mr. Little Axe has continued to serve other tribes as a Judge, Gaming Commissioner, Health Board Member, and Legal Counsel.
Mr. Little Axe resides in Miami, Oklahoma with his wife Claudia and children Troy III, William, Claude, and Jamison. Family is of the utmost importance and that value is reflected in Mr. Little Axe's leadership and the Firm's direction.
Mr. Little Axe considers himself a traditionalist who believes and practices traditional Shawnee ways. He believes this enables him to bridge a gap of understanding between Indians and non-Indians in our society and that this understanding will help him help Native people.
